New template property enables step-based assessments
Users can identify all steps in a process (e.g., job steps in a JHA)
Hazards can be tied directly to the specific step where they occur

Updated the risk assessment task page to reduce the number of save buttons.

Redesigned the recommendations tab, making it easier to review and manage all findings and corrective/preventive actions identified during risk assessments.
